For example, you could have a PSA 6 card, and while below average (I think the average is what, PSA 9? I think like 50% of cards get PSA 10 so maybe average is 9.5) it can still tell the buyer it isn't a complete ruined condition card. So like, if they just want the card, and don't want to gamble on a raw, they will at least know what they're getting with a PSA 6, assuming PSA 6 is still above looking like it was used in several tournaments
