Their actions are pretty well structured, I don't think Team Galactic did random things that felt like a waste of time. He's also one of the scarier villains with how he was perfectly fine blowing up places with his bombs and torturing the lake spirits, even his scientists were disgusting by what they did. In Platinum, Cyrus refuses to concede and promises he will continue to work towards his goal, but USUM also explores the idea of Cyrus possibly feeling regret for how he turned out. I think Cyrus is written pretty well.
