My luck is normally abyssmal, but that's a bad omen if I've ever seen one.

I'd go at the Game Corner grind to give it Ice Beam though. Blizzard is too unreliable. Crobat is also a monster. If you're bringing it into the League, I'd replace Leech Life with U-Turn.
Steelix is another beast. A tip: If you're willing to farm Heart Scales in Cianwood, It's probably a good bet to give it Ice Fang. That thing can stand up to a lot of Outrages. Give it an Occa Berry though, the big Dragonite has Fire Blast. At level 48, Dragon Rush from the other two Dragonites does 6 damage. Six.
