In the games, she is probably more outspoken and angry towards the crime groups than any other character. (Aside from maybe Silver to Team Rocket because of his daddy issues)
She gets furious when she discovers Plasma is in Virbank, and leads you and Hugh on a chase to go get them.
It's just because she has unnaturally colored hair, and Poison-Type Pokémon, that makes her seem visually fitting in a Villains outfit, but her personality is the opposite.
