For the uninformed, Micronics was a contract developer from the days of old, but what made them notorious was the apparent lack of quality in their games. What distinguished their games from the norm was jerky scrolling and a low framerate, as well as the graphics randomly spazzing out due to programming errors.
Reason I pinpoint Micronics over other developers is simple; Pokemon RBY have a -lot- of those issues that Micronics games typically have. In fact, the scrolling seemed to be inconsistent, and NPC sprites didn't seem to follow the "grid" well. In fact, if they stood still while you moved, they looked like they slid around.
I do recall reading that GameFreak wanted to make this game and asked Nintendo for help, but I'm guessing Nintendo didn't give them programmers. Instead, Nintendo gave them funds, possibly to hire an outside programmer for assistance, much like what they did with Mendel Palace for the NES by hiring KID. Micronics also conveniently developed a Game Boy title, so maybe they hired the cheapest programmers with experience.
