In the leaked files for gen 6 there was a labyrinth like zone that got scraped and used to house an unknown legendary that was eventually overtaken by Mewtwo for the Kanto pandering, everything points towards it being Zeraora as well.
As to why a Pokemon that's supposed to be based on a mythical squirrel looks catlike.....I don't know......
