Also I would add that they're assigning kids a task that they know is futile. No one has ever completed the dex because it includes all future gens as well, which, according to the pokedex, already exist. Protags have only completed it up to their gen's point. Adults confirmed for giving you a task they never expect you to complete, involving the defeat and capture of mythical beings ruling over land, sea, life and death, time and space and even God itself. They are teaching their children the futility of life.
