Gyarados and Magikarp are base on the story of the carp that scaled a waterfall and became a dragon, BUT their designs are based on the decorations that are made as a result of that story. Basically, that story inspired a very interesting traditional piece of guff. And both Magikarp and Gyarados are based heavily on said guff. It's the reason for the typing.
Gyarados isn't a dragon. It's a windsock based on a story about a dragon who lives in the water. That's why it's flying/water type.
