Then change its abilities from Magma Body, Flame Body, and Weak Armor to Earth Eater, Water Absorb, and Steam Engine. Make it a land version of one of those iron shelled deep water snails. You don't even have to change the typing (though you could change it to Fire/Steel if you wanted). All of this is obviously a pretty extreme change, but you can hand wave it by saying it's an ancient evolution bringing out deep water traits like Yanmega or Lickilicky.
