This thing doesn't remind me of a 'mind controlling mushroom', look at that goofy fucking smile and blank eyes. Parasect is a pokemon for stoners. Indeed, you might as well introduce enough stoner paraphernalia and references that stoners can have a whole stoner pokemon team.
Then, just like a real stoner, it gets to be completely useless in game. Except as an HM slave for ONE MOVE AND ONE MOVE ONLY - CUT.
