Next 0rder had a lot more exploration because it was about restoring a city while recruiting allies and the like, so a number of varied environments are very important. Cyber Sleuth was balancing real world Japan with the internet world and the design of the internet was probably influenced by what they had time to do. They probably had to skimp on one and it's clear that they chose to go all out with the real world.
Not that they should have had to skimp on one because it's not like Bamco's a small company by any means, but if they're setting a limit to how much a Digimon project can spend it's best not to go outside of that.
