Even if you are only taking games into the account then gen 5 is relatively tame. Reshiram and Zekrom just help specific humans. Two Genies cause minor havoc and the third one stops them. Musketeers protect Pokemon.
And then you have gen 7 which is perfectly okay if you exclude all that UB bullshit. Tapus, Solgaleo and Lunala are just powerful Pokemon with strong ties to Alola region. Type: Null is another human-made Pokemon just like Mewtwo.
