Smeargle with Gastro Acid, False Swipe, Taunt and Spore. Gastro Acid and allows Spore to work on any mon, regardless of ability. However, it still fails against ghosts, so for those circumstances, a Smeargle with Foresight instead is the better option.
>Roaming
Gallade with Mean Look, False Swipe and Hypnosis is what I use for roamers, since they have much higher stats than a typical mon and flee on sight. Nothing too special as a set.
>Recoil
Probably not the smartest strategy/the least reliable, I use Shedinja lead to False Swipe, since all of the available wilds in Gen 4 only use Normal and Fighting, off the top of my head. It might not last long in battle, but you don't need it to, since a switchin to any status using ghost will do the rest of the job.
Once you have the Pokemon, it's easy as just clicking A. But the thing is, for a good portion of the game, you won't have those options, so you have to manually whittle down your opponents; it's effectively a late postgame thing to have a bunch of reliable catcher mons as an option, and you still need to grind a lot to get to that point. I'd say wilds are pretty fair, if you're at the point where you can just maximize the odds, then you've worked for it, and if not, the mechanics are working as intended, in that a healthier mon is harder to catch than a weaker one.
