With that in mind Pokemon can meet all of those criteria: You can have a 30+ year old Gardevoir who knows how to talk be it through actual spoken words or telepathy, have an adult's level of knowledge, wisdom, education, life experience, and is wildly independent and can perfectly take complete care of itself without the need of anyone....Now the impossible to know part is if its LEGAL for it to consent, as its not a Human its a Pokemon. It can non-legally consent to something (like Sex, if they have that), but if the LAW says otherwise... well its just not legal, even if it should be.
