Don't know how card artists are selected nowadays. I think quite a few of them have other tcg work. they probably just get noticed from that
Christopher Rush the MTG artist did a mewtwo card a long time ago. I think the original company that handled the publishing of the cards in the west got him to do one. Pokemon handles the publishing themselves nowadays though
