I'd also say it depends on the level of empathic abilities the Gardevoir has, from what I'm aware of this Pokemon isn't able to magically cure depression or any potential psychological damage done to people/pokemon, so it would have to do work to help them help themselves like any other human therapist would. At best if they're well trained (and able to truly understand the Therapist/Client relationship) and their magical empathic abilities are perfect, they would be able to sense abnormal or instable emotional imbalances thus possibly recognizing signs some humans couldn't. If they're able to read minds, they would have to be taught not to use that except in very specific circumstances as well, as using it could be seen as a break of trust (It could even be a Boundary Violation depending on what they find or do with this knowledge) with the client which negatively impacts them and makes the situation worse. Finally, they'd need to get used to spending time around negative emotions, which means they have to push against their natural instincts which I believe is absolutely possible.
Tl;dr: It can do better than a human, but it takes a lot of work and reigning in of its powers to stay respectful to those its helping.
