They make no effort in implying that this was a creature made possible by the rules of the world beyond an esoteric piece of concept art the creator posted to his Twitter as a defense mechanism to all the rightfully deserved backlash it's gotten.
Nothing in the game even shows the thing with no snow on, and it fucking grows a tumor shaped like a manmade straw. It's a bad design. The suspension of disbelief is through the roof. James is better at designing ghost mons like Polteageist, Trevenant and Golurk because those are all easy to suspend your disbelief with since they are supernatural forces. In fact Vanilluxe would be easier to swallow if it were Ice/Ghost, but as it stands it was just poorly executed simply because the region slate this time around demanded "Americanisms", which include fast food.
You can like the design in a vacuum, but you can't in good conciousness say that it was a well intended addition to Pokémon. People developed -some- form of standards since the series first came about, so I don't think it's unreasonable to expect the same in turn. Unfortunately, their newest generation of designers have fallen in love with the idea of living food Pokémon since we've alsl gotten cotton candy and cream.
