Hel's face is only half black, and there's very little to suggest that she's the basis of Jynx's design.
What's far more likely is that Jynx was based primarily off two things. One being a type of youkai found in Japanese myth, the Yama-uba, a sort of mountain hag that attacks people who travel through the mountains. The second influence is something that was also, coincidentally, influenced by portrayals of the Yama-uba, which is Ganguro fashion. Ganguro fashion could be argued as being racist, but in reality the lack of cultural connotations around the idea of blackface in Japan means that it's at worst unintentionally offensive.
So, in regards to Jynx being a racial caricature, she might kind of be half of one, but not really.
