>>53761605Because Wallace is Steven Stone's rival. Juan was Wallace's mentor but Wallace surpassed him, because he's a genius, much like Steven. That is why Wallace took over Juan's gym, only for Juan to return after Wallace moved on to become regional champ.
Also Gen 3 had that whole Land/Sea thing going on, so it extends to the two champions of Hoenn (Steven being land and Wallace being sea). People really underestimate Wallace because they just see him as Steven's understudy, and also because he's all campy and flamboyant. It's too bad.
