Okay, so the people on the Rejuvenation forums were right, you can evolve Goomy into Hisuian Sliggoo by having it hold a Shed Shell, you can get one naturally throughout the game in Terajuma I think, then you just need to evolve Hisuian Sliggoo in rain to get Hisuian Goodra.
