There hasn't been too many improvements nor original and good creative content since gens 2-3. If we add the usually bad ideas Game Freak has come up with we got a Gen 6 games that are named after gen 3 games for the sake of appealing to older players. And it's only natural since the creator doesn't seem to be interested in the games anymore (since gen 2), even the character designer stepped aside. Because of this Game Freak has been recycling stuff over and over again. So yes, you'll be playing X/Y but in Hoenn.
