As of right now, there are only 5 physical electric moves that have a distribution of more than 2 pokemon: Nuzzle, Spark, Thunder Fang, Thunder Punch, and Wild Charge (and the first one is restricted to pikaclones collectively; go figure). Of these, the last two are really the only viable options, and they're laughably bad compared to the options that are locked down for no apparent reason. Volt Tackle is basically a straight upgrade to Wild Charge since the extra 30 BP is well worth the slight additional recoil; Zing Zap is unequivocally better than both Spark and Tpunch; Fusion Bolt and Bolt Strike are obviously fantastic moves that don't have any comparisons.
Even just making Volt Tackle available outside of the Pikachu line would do leaps and bounds for making physical electric pokemon usable (the Luxray/Electivire/Zebstrika lines in particular; it's telling when Luxray's most powerful move is a guts-boosted Facade). Hell, look at Tapu Koko! A newly introduced and thematic pokemon in Sun/Moon with 20 more base Attack than SpAtk...and everyone runs Tbolt on it anyways because there are literally no physical electric moves worth using since no one wants to deal with the recoil from Wild Charge. Game Freak gave themselves the perfect opportunity to actually make physical electric a viable option, and it just gets completely wasted; absolutely fucking embarrassing.
