There also a reason why both the united states and soviet stop a lot of development of their "Super weapons" projects because both side realize that it becomes a game of one upmanship trying to out do each other. Eventually someone will either make a weapon or they think they made a weapon that will allow them to "win" and well there no winning a nuclear war. Plus the cost of maintiubns these project alone would have bankrupted them so several times over.
