The rarity portion came from people who were unlucky when it came to getting them. If you cannot get one in a pack then it seems rare to you. I thought it was rare because out of all the packs I bought and thousands of cards I had, I never had one. I only knew of two people at school who had one.
I just cheated and ordered mine, to hell with luck.
