Winning 8 grants you access to a yearly tournament, the winner of which has the opportunity to face the Elite Four and dethrone the champion. Most people take a shot at the Gym challenge and return home without getting 8 badges, at which point they complete their education and join some career, often with their partner pokemon to help. Stronger trainers do manage to get 8 badges and scrub out at the tournament, at which point they probably return home like the others, or perhaps try some other path like being a Gym Leader. Only the really dedicated like Ash or Paul challenge multiple regions, being world travelers. It's concise and realistic for the world they've set out, and I'm glad the games are matching up with it now
