I want you to look at any Echo in the game, for this example we'll use Peach an Daisy. These two have identical body types, so when making Daisy, all they need to do is copypaste Peach's Skeleton over and do some animation work. Same with Pit/Dark Pit, Marth/Lucina, ect. Chrom got away with having Ike's Up B because all the FE swordsman are built the exact same so making Chrom took like a week. Echoes are glorified alt skins.
Now look at Greninja, and look at Sceptile. They have wildly fucking different body types, you can not take Greninja's run and have it look good on Sceptile. From the feet to the neck, to the tail that Greninja doesn't have, it does not match up, they would need to build Sceptile's skeleton from scratch and thus spend development time on him and thus completely go against the idea of Echo Fighters, who are quick and easy to make.
