>models that have scales look like scalesYou can pull off some magic with textures. People familiar with Substance Painter can tell you that it's possible to make a flat 3D object look 3D with lighting and everything.
>models look like they have higher poly-countTruth is that they always had a decent poly-count and didn't need much done do them. Braixen from X/Y doesn't have as much improvement graphically from S/V Braixen.
>They have eyes and mouthsThis is the only difference in what constitutes a "new model," but it's by and far a lot less "new" than most people would have you believe.
>"But the animations would be different"Anyone with even a modicum of knowledge on animating knows that it's possible to take a rig from an existing model and port it to the new one. People have been doing it in Unity for years, so Game Freak not doing it when they had actually taken time to learn it in the first place is just impossible for me to believe. Moreover, there are ways to import existing animations into Unity, which renders the idea of "but they would have to make them from scratch" a moot point.
TL;DR
They're new-ish models if they had texture eyes/mouths
