In this case, if they allow clover, they run the risk of being labelled as a "hateful website" and attracting people who would actually break their rules. They'd have to more effectively moderate the kinds of people/behaviors/etc they allow, which seeing their current performance of rage quitting, general uncohesiveness, and unclear messaging, I really doubt they can. Banning clover and silencing everyone about it is significantly safer and easier, so I'm sure that's what's going to happen.
