Yes, 15 attack will make a difference in extremely specific situations in PVE, like trying to short man legendary raids, but you will always do more damage just by adding another account at level 20 using type advantage mons.
pvp, iv's are less of a meme but still a meme. ML is the only time the perfect ever matters, but you can still do fine with non-perfects.
