Personally I see some charm in
L5 max level and keep moves despite it introducing a semi OP mon.
However a L5 and move reset looks most natural.
The question is should you be more rewarded for having transferred mons (L5 blastoise stats are strong)
As for it not being a click game what do you all suggest ?
I propose that basically there is some NPC who asks for pokemon who are rare to catch to reincarnate one of your other mons. Actually they can be overworld one time encounters something like the snorlax in red.
