Partially, yes. I can't stand her because she's generic, intrusive, and most of all unnecessary, perfectly encapsulating everything wrong with Game Freak's approaches to story. Her only saving grace was her design, but even that was ruined by replacing it with the blandest schoolgirl uniform I've ever seen.
