Erasing some Pokemon but not others will get them swarms of dindu nuffin emails, and because some of them are actually legit, it's impossible to tell what's honest and what's deceit outside of retarded snipers. I don't think they have the manpower to cross-reference every individual Pokemon with every ticket or email they get.
It's all or nothing, and all would piss off every surviving legit player. Meanwhile, spoofers and botters shrug it off and continue what they're already doing on a new account.
I, a spoofer, caught perfect Pokemon all across the US. I didn't snipe them, however. I waited for my "niantic location" to catch up to my spoofed location so that it looks like I'm actually traveling at a reasonable speed to the destination - if it takes me 2 hours to go from Philadelphia to New York, I wait 2 hours before doing anything while moving locations. I can easily say I was on a cross-country road trip. How will you, Niantic, or anyone else, be able to tell the difference?
