>>51734333There were many more broken aspects of Gen 5 as a meta to worry about at the time. Gen 5 was a series of multiple dumpster fires. The small dumpster fire to your right isn't as big of a deal as the raging refuse inferno to your left, so you don't focus on putting out the smaller one until you've cleaned up the bigger ones. After Gen 6 came out, Smogon effectively stopped trying to balance Gen 5 until renewed interest cropped up in the 2020s. Now that they're trying to balance it, they needed to hit Gems eventually.
