It's a reference to how antlions are one of the few animals where the baby is stronger than the adult.
The baby just digs one of its iconic pits in the sand, spits sand at ants to make them fall into the pits, and then eats them. Once it becomes an adult lacewing, it's very weak and a clumsy flier and only exists to breed. Which means, yes, Flygon is literally built for sex.
Also, fun fact: most flying insects can escape the sand pits just fine because they can fly, but the lacewing is so shitty at flying that it's one of the few flying insects that can't escape.
If GF was bolder, they would've made Trapinch the unquestionable strongest mon in the line and just given Vibrava worse stats and even a lower BST. Gen 3 had so many gimmickmons that a mon who gets weaker as it evolves wouldn't be out of place.
