Kanto is easily the most repayable region whether you like it or not because once you beat Misty you can take on badges 3-7 in any order you want (even Misty can be saved after Surge if you want to), and even the story events can be taken on in the order you want. This means you can also get to late game areas whenever you want and catch late game Pokémon early.
