It's a known fact that both anime and vidya draw inspiration from characters that are already popular and iconic, hence all the Ayanami Rei expys you can find, so it's no wonder they used the model of a character that was perceived to be well liked in the West for a region based in the USA. So, basically, Hilda is not an original design, one much less inspired than Rosa and if I were to choose a hot tall brunette with a ponytail, I would go for the real deal, one that has massive sexy milkers on top (so much that's even joked in the series how big her tits are) and that has an extremely charming personality. Tl;dr Hilda is an unoriginal expy, one that's no match for Mako-chan, let alone Rosa, as simple as that.
