He just wears whatever's comfortable to him. The one bit of personality you can glean from his dialogue rather than his design is the same trope that Game Freak reuses for every old character: "I am OLD". Within the context of Pryce, it's that he's weathered life and has had his experiences, and life will continue and renew much like the spring after winter.
What I'm trying to say is that redesigns should build upon the impressions given in the originals rather than exaggerate single features or rewrite the character.
