The drop in sales was bigger in gen 2 than it was in gen 3 (although gen 2 didn't have remakes to pad sales up a bit), that being said who's really to blame for the further drop in sales in 3rd gen? The games themselves or the fact that the GBA sold far, far less than the GB/C? In fact, if you take # of consoles sold 4th and 5th gens were far worse, it only managed to get a small boost in sales despite being on the best selling handheld of all time.
