Looks kind if like if Quilfish were a suckerfish, but with white markings on its stomach to look like a bib and fins with endings shaped like forks or spoons. Maybe the coloration is black an white like a man in a suit for a dinner party.
Pokedex description: This Pokémon clings to underwater surfaces, greedily sucking up every last edible morsel it can find. It can get highly aggressive if it senses someone is trying to keep food from it.
