On the one hand, she could be suppressing a competitive fire which might billow brightly if provoked and stoked; blows exchanged and spirits challenged. After all, there's hardly any chance that she earned her spot without any effort at all, and it's almost guaranteed that she overcame numerous struggles throughout her life even if becoming an Elite Four member was never necessarily a concrete goal of hers.
Then again, even with what little dialogue she offers, it's clear that she mostly just wants to encourage challengers. Whether this is mainly in hopes of finding a worthy opponent or because she hopes to see more and more trainers exceed her prowess is somewhat vague, but either way it's evident that she is invested in those who can compete with her. She sets a bar and encourages people to reach for it.
