And I don't think it's ever been hinted that telepathy is some sort of super hard ability. Most likely the Abra can't talk to you because most Pokémon just can't talk even the psychic ones like how Meowth in the games doesn't talk despite being a fan favorite character and talking being central to his character. It shows that they're committed to Pokémon not talking except under special circumstances like being a legendary or using illusions or technology. It makes the lake trio look more special if they can talk but other psychic Pokémon can't
