Very specific cases, but yeah I could see someone falling in love with a mon like that. If people in real life fall in love with creatures and inanimate objects, I don't see why someone couldn't reasonably fall in love with something living and also just as 'human' as we are. Modern days caring about what someone looks like is not really that important. Still very rare cases for lightning to strike like this I'm sure.
