The unused jingle that sounds like Pallet Town I guess was for Inns mostly because your house in Pallet Town is one of the only instances where you can still sleep to heal your party. The only other place I can think of is Silph, and that place has a lot of other oddities (remember that guy that gives you a Lapras? Well the "debug surfboard" was an item called Lapras at some point, according to the leak...)
Something I find kinda cool is that the early music index list apparently also listed the surfing music as "sea", which matches the Gen I soundtrack's name for that track.
