Breakout starters are not something that comes along often. Arguably only Charizard and Greninja were so far ahead of their peers that they were obviously proper targets for extra merchandising, because they already KNEW that extra merchandise would actually sell based on demographics.
I already explained that overall, the promotion and merchandising for nearly all gens is consistent and fair. It's not GF's fault that some Pokemon just turn EXCEPTIONALLY more popular than others
