Remember those two pokemon didn't appear at all in the Arceus special, and only for less than 30 seconds in the first part of the winter special. It's not really why they would promote them as toys with so little focus.
Literally all these pokemon get decent sized roles in episodes, we're still waiting on the other Regi forms, Shaymin and Giratina too...but who knows they may all be part of the same arc.
