Sure Pikachu is tenacious, but it's not an Elite's pokemon. It shouldn't be tanking hundreds of hits and reviving itself every time it fights an elite trainer. It should be melting just like Ash's Infernape. Pikachu isn't even fully evolved.
>This is DP Ash and not OS Ash.Being significantly smarter than his past self doesn't automatically grant every one of his pokemon the strength and experience of an Elite, who have been training the same pokemon for years upon years. The only pokemon of Ash's that realistically should be able to survive for a while against an Elite is Pikachu, and Pikachu should only ever beat one through incredible luck on his part and carelessness on the Elite's part.
Again, you need to remember that Flint, as an Elite 4 has been training his pokemon for years. Ash literally just got his infernape and it only recently evolved. It's the same reason a random pikachu in the wild shouldn't stand a chance against Ash's pikachu- there's simply too much of a gap between a rookie and a veteran. Plus, an Elite 4 has no reason to go easy like a Gym Leader does.
