The reason for that is evolutionary logic - all eevees are inter-compatible, so it makes sense for evolution to go for genitals designs that are also compatible. Normally, dolphin vagina is twisted canal, which is why dolphin penis is think and flexible half its length, but because of that, the vaginal anal cannot accommodate "meat rod" type of penis, hence why I think Vaporeon, still being mammal mostly, will have genital similar to mammal internally, plus/minus some species' biology specific changes/aspects
