Delcatty is a Normal pokemon, as essentially all catmons were to that point and beyond, so being a "special attacker" is a silly concept for it, very much so because you mention Gen III where Normal is still physical
As far as I'm concerned, Delcatty's ability is Cute Charm
Normalize is neat for Thunderwave against ground types though
