She does have a star symbol on her jacket, though it is different from the actual evil team logo, it has a circular negative-space, instead of a lightning bolt-shaped negative space going through the star. So she´s probably not related to the evil team, only way she could still be related is if the 5 parts of the team have a slightly different star logo for each color since we know their are 5 differently-colored flags on the map. Although she is a Twitch streamer and not really a delinquent at all from the looks of it.
