>>57699140When you sum up how her plan actually played out, it was always dependent on the Protag (who was in possession of the meteorite key stone long before the Delta Episode) being present when Rayquaza was summoned. Take May / Brendan out of the equation (e.g. MIA or KIA during her battle against Kyogre / Groudon) and her plan would consequently fail - given Zinnia's priorities wouldn't change. Judging from her dialogue, only after her mistake and when the Protag's meteorite reacted to Rayquaza did she realize that that chunk of rock was very important. Even if she made that connection, it would be likely too late to locate the Protag when the asteroid was about to strike within the next hours.
Regarding risk assessment, Mossdeep's plan would be more likely to succeed as you only had to collect those meteorite fragments to create the components and bring the rocket into orbit, both of which wouldn't be much of an issue due to resources and manpower. Zinnia on the other hand only had to (unknowingly) make sure the Protag was fine. Yet given how she's depicted as rather careless about this (gif related), her plan could randomly fail simply because May or Brendan broke their neck in an unmarked cave.
Makes you wonder how many alt-earths were doomed because of this.
